Laws surrounding finding biological parents?

what are the laws regarding adoption? my "birthfather" (the guy whose name appears on my birth certificate) according to the place i was adopted at, was sent papers to sign when my bio mother was giving me up for adoption. he denied me and would not fill out the paperwork. i know for a fact that they have a street address on file for him back in 1978 but they won't give it to me. since he wouldn't fill out the paperwork they won't give me any information at all. is there something i can do about this?
