Leaf blower mulch or vacuum?

Question

I am looking for some leaf blowers and one of them has a mulch/vacuum attachment with a ratio of 16:1. Does that mean that it like vacuums up all the leaves into that one bag, that can contain almost 16 bags of leaves?
