The best way I can describe it is as a Myspace-type website for language learners. It's like Myspace in the since that you set up a profile page listing your native language, the languages you are learning and whatever else you want to say about yourself. From there you have the option of adding other people to your friends list that can help you with the language. For example, you might choose to add a guy from Brazil who is learning English. That way you can help him with English and he can help you with Portuguese.

But it also has free interactive learning programs which I have found to be better than a lot of the stuff out there one would normally have to pay for.

Rosetta Stone software is very expensive but has been used by the US Military and US Department of State to have their people learn a foreign language. I know they have courses for Brazilian Portugues. Good luck!
