Learn new language and study abroad in hong kong or japan?

is this a good idea? i want to do stuff relating to technology or gaming. im going to major in comp sci or engineering and minor in international buisness. is it a good idea to study in hong kong or japan (Im not one of those anime nerds, this is for buisness)?
