Does any body know ho to play the guitar fast with out spending any money, and an easy way to read notes.Thanks

You don't need lessons to play the guitar, you can teach yourself from books.  There might be several good books at your local library, or even info on the Internet. Maybe you have friends who play the guitar and could come over and show you a few things to get you started.  You need to have a guitar, of course, and that is some money.

You can learn to read notes from a book.  Most guitarists don't read notes anyway, instead they use tablature or chord symbols.  And a lot of them just play by ear.  It's not hard if you have any ability at all.
