Learner's Permit Question, Please Help?

Alright, my friend took his knowledge test today and got this question. A vehicle was traveling with no licence plate. The driver was disabled and he parked in a disabled parking spot. What will happen to his car.

A. Tow

B. Fine

C. Suspend license for 30 days.

D. Suspend license for 60 days.

Does anyone know the answer to this. I think this is the most stupidest question ever.

if he's disabled maybe the police will tell him his plates aren't on as if he the disabled driver didn't realize, and if so the police will send him to the doctor to see if he is still fit for driving and if hes not they'll take his license away.

i would say B.Fine because the vehicle cant be towed if it isnt illegally parked.
