where is the best institute or universities which is both cost effective and quality so that i can acquire best education on cosmic field for the future research of my own?i am just studying now at grade 11 and want to know what must i do from now onward?

cosmic field / space exploration? Do you mean Astronomy?

The best university with the biggest value that you can go to is The University of Hawaii at Hilo or Manoa. Hilo is preferrable because it is at the base of Mauna Kea.

On Mauna Kea (14,000ft) they have the some of the world's greatest observatorys to include Keck Telescopes, Gemini, CFHT, etc.

Tuition in-state is like 2-3k a year and out-of-state is between 10-13k a year. Being a UH student means you have access to the UH research facilities and to their observatory along with their partnered observatories like Keck.

Now if you want to become an astronaut you probably need a degree in engineering / physical sciences and have a military background although not necessary. Many ex-fighter pilots became astronauts. You do need to be physically fit and you should at least have your Masters but better to have your PhD.
