which ocean or ocean parts are least and most inhabited?

  1. The neritic zone, the open water region over the continental shelf, is the most productive area of the ocean. In the epipelagic, or uppermost zone of the open ocean, phytoplankton and zooplankton are concentrated, forming the base of the marine food chain.

    That being said, over 90 percent of all species dwell on the ocean bottom where a single rock can be home to over ten major groups such as corals, mollusks and sponges.

    I am not sure if you mean the greatest number of species or the greatest number of organisms.

    I have to guess at the least inhabited area.  I would think that the low level of nutrients in tropical waters would make that area the least inhabited.
