Left my cell phone outside and it rained last night?

I completely forgot and found it in the morning. It was quite damp, so I took the battery out and dried the inside with a damp cloth, and they keys, etc. It feels fairly dry now? I'm not sure if it's broken or just out of charge. Will it be ok to charge now?

Put it in a bowl of uncooked rice for 24 hours.  The rice will absorb the remaining moisture.  Then charge it.  Good Luck.

Leave the unit open for at LEAST 24 hours before you attempt to recharge.

It may be OK.

Let it dry for a couple of days before doing any thing. If you try to charge it and its still wet it could short out and damage the phone.
