What legal requirements would one have to meet in order to be legally allowed to produce small arms in the USA?

  1. Production of small arms is no different then the production of any other product.  There are really no special laws governing the manufacture of small arms.  

    That being said, there are tremendous restrictions on the SALE of small arms.  These are regulated mostly by the state.
