Legal way of changing immigration status from tourist to student?

A friend of mine is here on a tourist visa. She is planning to go to school and the Immigration people denied her application to change her to 'student' status. Does anyone have any idea what would be her best option?

P.S. Unlike so many of the illegal people, she just wants to go to school to better her life, get a job and PAY TAXES. God, sounds like thats such an alien concept to INS.

The issue is that the agreement all tourists make with the US when then enter is to stay for a bit and then leave.  It is entering under false pretenses to then try and change status.

Her only option is to apply to a US university, be accepted and then apply for the visa from her home country.  Please note that having been turned down will reduce the chances that the visa would be granted in the future.
