Legend about God giving green eyes to Hispanics who lived near the ocean and brown to all other Hispanics?

I'm looking for info about a legend I have heard a couple of times I think it may be an Indian (Mayan/Aztec?) legend about God giving green eyes to some Hispanics because they lived near the ocean and when they looked at the ocean their eyes became green and all other Hispanics did not live near the ocean, so they looked at the land and their eyes became brown. I may have the details mixed up because it's been a long time since I've heard it.
