When will the 1980 TV production of "The Legend of Sleepy Hollow" with Jeff Goldblum, originally released on VHS be released on DVD?

Who determines if a VHS movie is to be released on DVD?.

I have even tried to get this from rare movie dealers - I already own the VHS - but nobody has it. I don't think it was ever released on DVD. However, a lot of rare movies have been, like 'Dark Night of the Scarecrow', so maybe it will be. This is my favorite version so I certainly hope so!

Dvd shops probably don't see a profit in having really obscure stuff even if its available. Give it time I guess, I did it with Dark Crystal and TMNT and they eventually came out.

I have not seen it released yet.  I do love that movie.  I still have the tape we copied it off of cable all those years back.  And the movie is slowly but surely going out.  I assumed the plan was to get all movies from VHS to DVD, but maybe they'll only consider those that were hits.  And now we have to go from DVD to BluRay.
