It's been a while since I played it but I'm pretty sure you can. You have to have the normal picto box first. You get that in the prison after releasing Tingle. If I recall correctly you have to get a forest firefly from the tree island. You'll see it near the river and you can catch it in a bottle. Then you have to go to Lenzo on windfall island i think it is. He has a series of tasks that you need to complete for him. Then you give him the firefly and he will upgrade for you.  Try it first but if you get stuck use this link.
