How do you get the hats from the guys???

You need to kill the guys and some will drop their hats. You pick them up just like you pick up their weapons when they drop them. You only need the Thugee hats. When you put them on, go over to one of the statue things and wave; the statue will then do something (shoot something, turn on the lava, open a door, etc.).

Certain characters have them usually the officers.  In some areas you will see three normal guys and one officer (different uniform and weapon). He usually drops his hat.
