How can I get my hair to look like this?

I have naturally curly hair, but it's a little curlier than that. Ignore the sunglasses, lol, look at her HAIR.

i know this may sound weird

but try using a straightener to curl your hair!

it works the easiest for me

use a 1 1/2 inch curling iron, then finish with a little shine spray. good luck!
