Let me clarify my question I found a tracking devise on my vehicle and the vehicle belongs to me is there any way to find out who the tracking devise belongs to like getting the info off the sim card

The placement of such a device is illegal with out a court order. Just remove it and turn it in to the local police. If You are under investigation they may not be much help though.

I would do a serial number search where that product was sold. Granted this search can take some time. But items like this are only bought at certain places (most likely over the internet) (credit card tracking)

Most likely the purchase would show up on the statement as something completely unnoticable so you may want to purchase something and see how it shows on your statement
