Ask the police to go to the friends house and ask that the car be returned

Being a police officer, I run into this problem frequently.  I would recommend having the police respond to your house.  Have the police follow you to the person's house that you loaned the vehicle to.  I have transported the victim to the other persons house before as well.  When confronted with the officer present, the other person has no choice but to give it back.

You can't report it stolen, it isn't since you gave them permission to use it.  But you can call it in as unauthorized use of your car.  You loaned it to them to use for "X" and now they won't return it..

POLICE report it um....... stolen kinda i guess, GRAND THEFT AUTO BAYBY .... y would you let someone borrow your car, if they'e very unreliable

Call the police and report it stolen.  Your friend will wind up in jail.

Call the law. You will have it back the same day. Tell them you let the person(s) use it, and now they will not bring it back. Have your title and registration with you.

By the way, honey - don't let them borrow it again!
