Letter to employees regarding leave taken during a strike

I need to write a memo that states:

All employees that was not at work during the strike will be given leave but unpaid leave.

HELP!!!!????

This must go on our Notice boards everywhere in the Company.

  1. This doesn't make sense to me.  If it is, it is too serious of a letter to be written by someone who is not an experienced HR professional.  This and any other HR matters should be handled by someone with experience.  There are legal issues to be considered.
