Level question?

so if your using a transit and you set it up and the ground is level at 4'6 and you dig down and you need your grade at 3'5 you would add 3.5 + 3.5 which is 7' to make sure the hole is 3'5 deep?

If set up point it's 4',6" and you need 3',5" depth second accepted number it's 7',11" .This mean 4',6" it's 0 reference point and if you d**k you should add the number (number will go higher) and if you build you should subtract and number will go lower and to order of 3',5" you will read 1',1" .lol

Try to avoid mixing fractions with feet and inches.  Use one or the other, but not both, it is way too confusing.  You should ask a reasonable question, not quiz us!!
