Leveling Up in Final Fantasy 7?

1. Ok so I am just at the part where you get the world map for the first time what level do you recommend I should be?

2. What is the lowest level you would have to reach to stand a chance of completing the game and when should i reach this level by?

I found when I played it that I just ran around beating things up. When I came to a boss if I beat him I carried on, if I didn't beat him (or struggled) I trained more. On the whole unless you go against the special bosses (like Ruby Weapon) you shouldn't have too much difficulty. After all, I did it!

You mean you've just left Midgar for the first time? For that point I'd say around level 10 or so is fine, I usually run around there for a while and level up a bit. Basically, if the monsters on the world map can be defeated by 2 hits then you're at an ok level.

Technically it's possible to defeat the game with very low levels, and in fact some people intentionally stay at low levels to do things like this. But it's very difficult and requires a lot of practice and familiarity with the game.

If you just go through the game and don't spend much or any time on levelling up then you'll probably have your main party at around level 45-50 at the most by the time you get to the final boss. However success also depends a lot on what materia you get and how much you level that up too; you'll find everything very difficult if you don't level up defensive things like All, Restore or Barrier (an alternative to Barrier is the enemy skill Big Guard. Many enemy skills are also very useful).

Also it depends on how much of the game you want to complete; if you wish to defeat the super-bosses (which are optional) you need to do a LOT of levelling up, so much so that by the time you're strong enough to defeat them the end of game boss can be beaten with extreme ease.
