  1. I do believe the structure would be Cl in the middle with 3 lone pairs attached to 2 Cl's by single bonds with them having 3 lone pairs. More accurate would be a resonance structure with a double bond flipping between the 2 Cl's on either end of the central Cl. This would give an electron geometry of a trigonal bipyramid shape and a linear molecular shape.

    (6e)Cl-Cl(6e)=Cl(4e) or (4e)Cl=Cl(6e)-Cl(6e)
