IS200?  Never heard of it.  You sure it's not a rebaged Corolla someone bumped off to you?

As for the OBDII (II as in roman numeral 2) connector, look right under the steering wheel and it'll be covered to prevent dust and c**p from entering, but it will be a rhombus shaped connector about 1 inch wide by 1/2 inch thick connector.

Do you have a reader?  If not, won't help you to find it.

The ODB2 connector is almost always in front of the driver's knee area.
