Neither and both are. Huh? Well, let me put this in a more precise and understandable matter. Libra and Scorpio fall into the 3rd or Autumn quadrant. Because of this, like Sagittarius, they are in the dominant faculty of &quot;Sensation&quot; by Venus, the pioneering planet or dominate planet of this season, Libras ruler. They are often the most critical people of the year, and can often be controlling. However, not all of them are like this. Within human nature, there will always be bad and good people but we are all the same. So you see, they are good and bad Libras and Scorpios.

Gee Anna you can ask some really hard questions.  Better overal people is a rather vague description for rating people.  It would depend somewhat on your values to make that kind of judgement.  God created all men/women equal is what I live by.  That is why I do not like racial prejudice but you are looking for me to be astrologically prejudiced to an extent by asking a question like that.  Libras are good thinkers  and Scorpios are great feelers.  Both have lazy streaks to them and they are both good with details.  They are both extremely sensitive.  You would have made it easier for me if you had asked who is the best overall person to have a romance with and even then that would be a hard question because Scorpio is the best physical lover while Libra is the best mental lover.  Meaning they are extremely thoughtful when it comes to romance.  They are both believers in fair play.  Something I have come to learn from observation in my life, is that neither one of these signs would overtly look to hurt anyone unless they have been hurt first.  Okay my opinion would be with the Libran.  When you want to recreate and have a fun time the Libran person is the one to go to because they are naturally fun people like Taurus is.  Sorry to say I have seen Scorpio taken to brooding and wanting to be left alone to their own devices more than Libra women are.  Librans are far more gregarious, socialble and lovers of humanity than Scorpio.  Scorpios are a little too much into themselves for my liking.  It is one of their flaws along with being secretive.  Last but not least is the Libra always strives for balance in their life and you wont usually find the Scorpio doing that.  That striving for balance makes them a better overall person naturally in my book.  I am not faultless. : - )
