Barack Obama seems to think that you have to be rich to answer the question and Nancy Polosi seems to disregard science and say three months.

Some say at conception, three months, or at birth, I would like to know what is your opinion is on the matter.

The baby is not conscious of its self at 3 months. I beleive when the baby is born.
