Are you writing from the US? From the UK? Philippines?

Each country has different laws and procedures.

If you are writing from the USA, I am familiar with two international adoption agencies that have outstanding reputations for competence and ethical dealings:

You need to ask a more specific question or clarify what you mean. Are you wanting to know about adopting from a particular country? Ethical agencies? Should you do it at all? Without knowing what your specific question is, we can't answer very well.

Here are a couple of links to US government sites on International Adoption. The first is from the state department and from the menu at the left you can check the basics, news from various countries (for instance Guatemala is basically closed--and rightly so), and information about specific countries. The second is about bringing an adopted child into the US legally.

Here are a couple of links about ethics in international adoption. Some international adoptions are very unethical (baby stealing, baby buying, baby "farms" where mothers are held prisoner). You do not want to participate in that:
