What country specifically?  

I would contact an agency that specializes in international adoptions and they will be able to provide you the needed information for the country you are interested in.

Several of our friends used Adoptions From the Heart for their international adoptions.  www.adoptionsfromtheheart.org.

We used them also for our domestic adoption, and I highly recommend them.

Are you writing from the US? From the UK? Philippines?

Each country has different laws and procedures.

If you are writing from the USA, I am familiar with two international adoption agencies that have outstanding reputations for competence and ethical dealings:

World Child International Adoptions and

Commonwealth Adoptions International
