Bioinformatics is probably the best known journal.

I find the best idea usually is to search for what you want specifically rather than search through a journal: try searching for what you want in www.scholar.google.com or the PubMed Central database of free papers at http://www.ncbi.nlm.nih.gov.

Textbooks are often good for plain explanations of techniques; unless it's a review of the technique itself a paper will only tend to describe a technique in reference to what that paper was trying to test, which may not be the standard application.
