  1. A gas is electrically neutral overall and is made up of electrically neutral molecules. A plasma is electrically neutral overall but is made up of equal amounts of positive charge on ions and negative charges on free electrons.

    Plasmas are generally unstable if the source of excitation disappears, because the electrons and ions tend to recombine. This is what happens every day in our ionosphere when the sun sets.
