    Develop management policies and practices that are sustainable and maintain or enhance ecosystem structure and functioning and thus operate within the limits of ecosystems;

    A large part of the problem Australia is facing derives from the fact that rains that used to come ashore in the south have been falling off shore, further south.

    You can manage water better, but what is needed is a generator for low pressure areas over land such that they can pull in the winds that deliver the rain.

    Large volumes of ocean water pumped inland to a desert bowl can create such a low pressure area. The bowl has to have significant area.

    The bowl itself will fill up with salt until it becomes a plain but still continue to function. As it becomes an elevated plain, it would be wise to provide a drainage channel that will allow the salt to return to the sea.

    Meanwhile, all the sea water pumped into the bowl becoming plain will become rain, as well as drawing ocean winds inland to precipitate.
