Little black things like little bugs.?

Question

When ever I put lotion on my legs after it dries up little black things about 1/2-1cm long and 1/4cm wide this may be due to the fact that i have a spreading rash on my legs please help

lol sorry but maybe its dirt? :(idk maybe... its ingrown hair on your legs?? do these spots move? maybe its a flea?.. is it a bug at all?? sorry im confused
