Little brother?????

little brother who is 9 whines at everything......he is also 92 pounds and has size 7 feet is that average 4 a nine year old? He cries at everything that i do if...for example if i was to go play with my friends when i get back home he calls me names and other stuff... he also constantly acts out in anger and hits people and when he doesn't get his way he throws a tantrum and fake cries ....My question is is this normal behavior and weight 4 a nine year old?
