Little white bug?

so i was watering my farden and i notice one of my tall plants had a mote white suff in the one part of the stalk, it was like white cotten candy mix with spiderweb, like really small cotton balls, when i look closely i see these really small bug that kind of looked like a shrimp, and it was the same white color as the motes. what is it?

Sounds like you have mealy bugs. Take a cotton swab dipped in alcohol and swab the affected area until all the white stuff is gone.  Repeat if there is a re-occurence. It should take care of the little buggers. It sounds like you have them on outdoor plants so you may have to go the insecticide spray bottle route...just look at any of your local garden stores like Lowes, Menards, Home Depot or even Wal-Mart.
