Livecam Leipzig??

There's this livecam Leipzig thing...and It's live...ahaha, but

If you were In Germany, could you Actually see the camera moving/how does it work??? Because If you could actually see It moving, that would be a little odd. Like, how would that be possible???

Some web cams have motors in them that allow them to pan and tilt.  There are several live web cams that you can actually control for a small period of time so it would be possible to follow a person's movement.
