  1. You would be in a very difficult position with your education level. Academic requirements in Mexico for most jobs are very high, not even a GED would be enough. You would earn very little and have minimum  purchasing power. If you want to get the experiece of living in Mexico, i recomend instead to get a job in Laredo, TX. there are plenty or shipping and forklift jobs there, just check the Laredo Times. appartments are not too expensive either and Nuevo Laredo is easily accesible. Most of what would be available in Monterrey can be had in Nuevo Laredo, i call it "Monterrey-Ligth"

If you want to move to Monterrey eventually, i would first get GED and associates degree in the US, i recomend Accounting or bussiness administration. you would not make a ton of money but its a good start to a corporate career.

On the question of cartilla militar, you would only need it for a government job or if you must have a Mex passport, but you would not need that since you can move down there as a permanent resident, permanent residency for Mexico as a US citizen is very easy to get.

  3. I live in Monterrey, and I'm actually looking for a job with a master degree, and let me tell you it's a bit hard, but not impossible. There are businesses looking for tech support and computer support so that might be a choice, also in Mexico speaking english fluidly is a big PRO to your favor. In theory you need a cartilla militar, but in reality few jobs actually ask for it, my brother is a programmer and they never asked him for it, nor my other brother who didn't event went to military service, so I wouldn't worry much about that one too much. What you do have to bear in mind is that in Mexico technical jobs are very poorly payed, you have better chances with school degrees..however, Computer support  crew or even English teachers don't get so badly payed, depending how good they are. Go to http://www.occ.com.mx/ then search for jobs that match your skills, you can get a glimpse of the salaries according to your skills, if they pay better than your current job you could consider the chance of moving to monterrey. Good luck!
