are incoming long distance calls always charged to the caller when calling a landline? Even if the person being called does not have any long distance service?

  1. Yes, you are correct.  Only the person placing the call pays long distance charges. (Even if you don't have LD service yourself)

  4. Yes the caller pays. Unless it is a "collect" call. In that case you have an operator on the line asking if you will accept the charges.... It doesn't matter if YOU, the person being called, has long distance or not. The long distance service (or lack of) on YOUR line only allows or blocks your OUTgoing long distance calls.
