the movie starts when a semi truck spills a liquid. the liquid is led to believe to be toxic and a part of a city is evacuate. the city is then robbed blind. One man finds out what is going on and starts trying to foil the badguys plans. Near the end the bad guys destroy a huge mural/painting for insurance fraud money.
