Looking for a board game- can't remember the name!?

I played this amazing board game a few years ago and have been looking for it ever since... I just can't remember the name.

Here are some key characteristics: it's kind of political, there is a watercooler space on the board, part of the tasks are to write persuasive speeches about a random subject and each player has a point wheel... there is a card or space that makes every player turn their point wheel to the person on the right of them....

Anyone have any clue on what game this is?
