Looking for a fashion brand's name...?

hi, I saw a logo which has a man dressed in top hat and also rid on a 19th century's antique bicycle. The design seems very close to polo ralph lauren. But i believe this brand is not from the U.S., because i've never seen it lover here. Maybe it's from E.U or South Korea. So, please give me some help, Thanks!
