Looking for a free customizable website with a rating system.?

Let's use this as an example: say I wanted to find this free website, and have entries for movies and their summaries in it. There would also be a rating system built in that people could use, like 1-5 stars or so, and also be able to make comments and reviews.

Does something like that exist?

I would go with WordPress for your web platform. There's a version for self hosted sites or free hosting (with limits). You can use a plugin for your ratings system.
