You really should create your own mailing list

Normally giving your traffic something for free in return for them signing up works.

Buying a mailing list usually results in a large amount of spam notices, which can give you a bad reputation.

There are ways to promote your site free, it just requires a bit of time to find the right environment to plug what you've got.
