Try the chop house.  Food is awesome, prices are high but apparently that doesn't matter.

I've also recently gone to Black and Blue steak and crab- both the food and the atmosphere were fantastic.  Their website isn't updated to list the Buffalo info but the menu is essentially the same as the Rochester menu. Hard to get reservations.

There's also EB Green's which I've never been to but is a well-known classy restaurant.
