T12 to T8.  You just had a VERY fancy way of saying getting people to convert to CFL's from regular bulbs.  

I don't know of a business model that will support someone operating anon-profit to actually switch the bulbs.  You are best off spending your money convincing firms to switch.  Most are doing it already or are using standard flourescent bulbs in their businesses.  The use of regular bulbs is relatively minot aa many firms have figured out the flourescents are more cost effective.

As for numbers, just do a comparison of regular to CFL bulbs.  They are ALL over the intternet.
