I've found 4 guys called Paul Stanford on the Birmingham Electoral Roll so one might be yours.

Have you tried www.192.com to see if there is a Paul Stanford with a listed telephone number?  One of the Pauls I found lives in a flat, so he probably uses a mobile, so he won't be listed.

You could do a search on www.192.com or you could ask the Salvation Army to help  you out on this one. They do an amazing job, I really would ask them if I were you.
