Looking for old video on the net about loud mufflers..?

I had a link in my favorites a couple of years ago to a site that had a video that was an actual news report on loud mufflers. There was a black guy that they interviewed and he made a couple of funny statements. It turned into an internet sensation like the Star Wars kid and people were remixing it and adding music. Can someone point me to this vid as I cannot remember what it is called.
