I'm thihnking about opening a graphic site but I need some designers who are pretty good I mean I'm offering decent positions at first it'll be free but if we get big enough designer positions will be paid

You won't get anyone until you offer the same pay that everyone else is offering.  Why should people give up paying jobs to work for you for free?  (Web designers who work for free are worth just about what you're paying them.)
