Looking to put my son in preschool, does he have to go to the one in our district where we live?

My son will be 3 in July and as far as I am being told he is age eligible for pre school for the upcoming year. I have called head start programs and they keep referring me to someone else. They are telling me that my son has to go to the school in our district where we live. I asked if I would be able to drive him and they said only if it was a custody issue. I live in Paducah KY, can anyone out there help me out with this please?

You can take him to any Private preschool.
