What would you say the circled section in this picture is called?

The black housing part, not the vents.

this entire piece includes the vents in the pic, the vent louvers, and the continuous piece of plastic from the vents down to and including the area of the climate control k***s

On Vollkswagen's that piece isn't sold seperate.  You have to buy the whole center piece.  Something like center vent housing.  They have a computer with the picture at the dealer.  You just go in with the VIN# and they can look it up for your specific car.
