Why does Piggy discourage Ralph from giving up his position as chief?

Why do Ralph and Jack both insist on going after the beast?

Why is Simon the only one to doubt the existence of a beast?

1. He fears Jack will harm him.

2. Because the best obviously cannot be tracked if Jack has not seen tracks from it and they do not want to be harmed and always on the look out for it at camp.
