Lose weight on my legs??

ok, how do I lose weight in my legs?? I want them to be smaller and whenever I try to diet and stuff it seems like I mostly just lose weight

in my upper body. what types of exercise should I do (besides running)?

p.s.--I want exercises that will make them smaller and not give me a lot of muscle, because that will just make them bulky
